Build Your Own Patient Financial Assistance Act

Background:
Hospital free care is the ultimate safety net in the United States.  With 47 million uninsured people and a rapidly growing number of people who are underinsured, the need for free or reduced cost care has never been greater.  The expectation that hospitals will provide at least some free or reduced cost care to those in need arises from a number of sources.  In the case of nonprofit hospitals, the obligation is rooted in their tax-exempt status.  Unfortunately, standards for providing free or reduced care in exchange for these valuable tax exemptions are vague.  Advocates are working at both the federal and state level to enact laws that provide adequate standards.  

User Instructions:
This unique and easy-to-use web tool created by Community Catalyst allows advocates, lawmakers and/or agencies to build a Patient Financial Assistance Act that can be tailored to the individual political climate of each state while providing firm and model standards for free and reduced cost care.

Simply check off the boxes for the free and reduced care provisions you would like your law to include.  The "Options" buttons give you an opportunity to specify how detailed you would like your Act to be. Each Option represents an increasing level of detail. For example. Option 3 includes all of its own topics as well as everything contained in Options 1 and 2 of that sub-section. You may only select one Option in each sub-section.

For more information on what a specific item covers, click on the Information icon. To see more detailed commentary, click on the Commentary icon.

Once you click the "Submit" button, you will be taken to a page containing your customized Patient Financial Assistance Act, along with relevant commentary on each of the provisions you selected for your Act.  You may then download a text version of both your Act and the commentary.  If you change your mind about your selections, simply click the "Back" button on your browser, and you will be returned to this form page with your initial selections intact.
